Fifty-nine compulsory education schools reside in Tianqiao District, including 38 primary schools, 13 junior high schools, three nine-year compulsory education schools, one special education school, one private school, and three primary and secondary schools under the jurisdiction of the Jinan government. Additionally, there are 154 registered kindergartens and 196 training institutions. There are nearly 68,000 students and 4,927 staff in these compulsory education schools. To "run satisfactory and convenient schools for the general public", the Tianqiao government actively promotes the construction of a modern education district and strives to build a core education brand district with high influence in Jinan.

With the research of moral education integration based on emotional education as the starting point, Tianqiao District builds a "one-circle, one-link, and one-chain" education system. By connecting home, school, society, network, and psychology through the construction of the "Tianqiao e-Home" parent school, ideological and political class, "Campus Beautiful Angel" and integrated labor week system, Tianqiao District aims to create a new educational environment for all-round virtue cultivation and morality education.

Focusing on improving the quality of education and teaching, Tianqiao District promotes in-depth research on quality class evaluation standards and class models, and builds a district-zones-school teaching and research network that is vertically graded and horizontally combined. It builds a subject teaching and research base, and explores a path of art-sports education that integrates "competition, research and evaluation, appreciation and learning" to promote the all-round development of students. Relying on the advanced training project for outstanding teachers, Tianqiao District provides diverse development choices and appropriate assistance for teachers. More than 50 teachers have been honored with the title of provincial and municipal famous teachers, and more than 100 teachers won prizes in national competitions. With the high-quality and efficient construction of educational infrastructure and the promotion and quality upgrading of group-based education, Tianqiao District has been awarded titles such as Excellent District for National Network Learning Space Application and Popularization, Smart Education Experimental Zone, and Shandong Province Family Education Experimental Base.
