Huaiyin District is located in the western part of Jinan City, bordered by Tianqiao District and Shizhong District in the east, adjacent to Shizhong District in the south, connected to Changqing District in the west, and facing Qihe County, Dezhou City across the Yellow River in the north. It covers an area of 151.61 square kilometers and is known for “Chinese Scholar Tree Shade”. Located at the strategic intersection of Beijing-Tianjin-Hebei, Yangtze River Delta, and Bohai Rim economic circles, it houses one of the five major hubs of the Beijing-Shanghai High-Speed Railway: Jinan West Railway Station, with superior location and convenient transportation.

Huaiyin District has a long history, profound heritage, and ecological livability. As a major education district with a population of 700,000, it is rich in educational resources, reasonable school layout, and concentrated cultural resources. There are currently 72 schools of all levels in Huaiyin district with 83,752 students; 159 registered kindergartens with 32,301 children enrolled; and 199 registered private education and training institutions. There are 4,410 teaching staff in secondary vocational schools, primary and secondary schools, and kindergartens.
