To deepen international educational exchange and cooperation, an educational delegation of 19 members, led by Mr. Vyktorkin Alexander, Head of the Education Department of Rostov-on-Don, Russia, visited Jinan on January 16, 2026.
The delegation's first stop was Laiwu No. 17 Middle School,Jinan,Shandong. They observed Russian language classes, interacted with teachers and students, and experienced the school's foreign language teaching environment. Subsequently, they visited featured facilities such as the Future Technology Lab and the Student Development Guidance Center. Principal Jia Yuyan introduced the school's distinctive curriculum development and international exchange practices.
For their second stop, the delegation proceeded to Laiwu No. 1 Senior High School Shandong Province, focusing their inspection on the Science & Technology Experiment Building and the Top Innovative Talent Cultivation Center. During the following symposium hosted by Mr. Ma Xindong, Inspector General of Jinan Municipal Education Bureau, Principal Ding Zhaohua comprehensively presented the school's educational achievements and its system for cultivating top innovative talent. Both sides engaged in in-depth discussions on related topics, facilitating an exchange of ideas and sharing of experiences.

In the afternoon, the delegation visited Jinan Foreign Language School, where a cooperation agreement signing ceremony was held. Mr. Wang Hong, Secretary of the Party Leadership Group and Director of Jinan Municipal Education Bureau, attended and delivered a speech. He emphasized that this year marks the "China-Russia Year of Education," and signing the cooperation agreement holds significant importance for promoting practical collaboration between the two sides. He noted that Jinan's education system, with its profound heritage and open, inclusive approach, has a solid foundation for cooperation with Russian educational institutions. He expressed hope that the agreement would serve as a bond to promote mutually beneficial cooperation across multiple fields. Mr. Pang Long, Executive Vice President of the Jinan People's Association for Friendship with Foreign Countries, shared his vision for deepening the friendly relations between the two cities. The Russian representative, Mr. Vyktorkin Alexander, Head of the Education Department, spoke highly of Jinan's educational accomplishments, stating that Jinan's educational experience is worth learning from. He expressed anticipation for advancing more educational and cultural cooperation in the future to benefit teachers and students in both cities. Mr. Pang Kunjing, Secretary of the Party Committee of Jinan Foreign Language School, introduced the school's educational profile and its Russian language teaching. Since 2019, 19 graduates from the school have been selected for government-sponsored studies in Russia.
Witnessed by all attendees, the education bureaus of the two cities formally signed a friendly cooperation agreement. This marks a new, institutionalized, and regularized stage in their exchanges and cooperation, laying a solid foundation for substantive collaboration such as teacher-student exchanges and curriculum sharing.

This visit, through classroom observations, campus tours, and symposium dialogues, established a face-to-face communication platform for educators from both places. It facilitated the sharing of practical experiences in areas like curriculum reform and innovative talent cultivation, achieving the goal of mutual learning and common development among schools.
Taking this agreement signing as a new starting point, Jinan Municipal Education Bureau will actively implement its contents, continuously expand forms of exchange, and deepen the substance of cooperation. Together with the Russian side, it will strive to jointly build a new chapter in China-Russia educational cooperation, contributing to the cultivation of a new generation with international vision.
